Impact

Ongoing Efforts:

International, South Sudan:
Troy is currently in South Sudan working to provide food and medicine to families that are suffering and displaced from the war that is ongoing.

With the ongoing pandemic, Operation Outreach is still moving food into Stone International Orphanage! Praise God! We have been blessed with people in the United States who believe in our mission. Additionally, we have been able to drill a water well that serves the orphanage and the neighboring village, and provided dental health supplies with the help of Dr. Edwards. We have people on the ground in South Sudan that are able to meet the container of food at the border and usher it into Juba and to the 1000 plus orphans and staff.

Current Efforts:

COVID-19 had an enormous impact on people all over our great nation.  We have partnered with multiple churches, the Salvation Army and a local chaplain’s association to provide food boxes weekly to families of Knox, Licking, Madison, Fayette, Highland, Adams and Coshocton Counties in Ohio.  This is over 80,000 pounds of food a week!

Another way that Operation Outreach reaches people in Knox County is through an Equine Therapy program at our very own horse farm.  Partnering with another organization, we serve youth and veterans alike.  Both Dawn and Troy are certified in Equine Assisted Therapy/Learning specializing in PTSD.

Past Efforts:

Some of our past projects have been developing and placing a mobile hospital into a leper colony in Zambia, Africa that allowed treatment of people suffering from leprosy.

We have been a part purchasing slaves from Islamic rebels in Sudan, Africa by trading cattle vaccine for human lives.

We have worked with many communities such as; Baltimore, MD (riots), Columbus, OH (Holiday food provisions), Mt. Vernon, OH (food and youth support) and many more over the last 19 years. Operation Outreach has provided food and medical relief all over the United States and in a multitude of countries and continues to work within communities to provide needed food, water and medicines.

Houston, Texas-Hurricane Relief:
Recently, we have worked with ministries and local churches to help bring  food, water and needed supplies to help ease the suffering of the families of Houston, Texas and the surrounding communities.

Puerto Rico-Hurricane Relief:
Soon after returning from Houston, we left to provide assistance to the people of Puerto Rico.  Reaching some of the hardest hit areas that had not seen any relief in the form of food or water for days.

About Troy & Dawn

My name is Troy Dugan, I am the owner and President of Operation Outreach Ministries, a 501C3, non-profit organization that started with a vision that God placed on my heart to bring hope in times of major devastation and extreme tragedy that is brought on by natural disasters and war.  I am also the Senior Pastor at Overcomer’s Christian Church in Mount Vernon, Ohio, a strong supporter of missions that reach far and wide through many different ministries.

My name is  Dawn Dugan, I am an elementary school teacher and partner in Operation Outreach Ministries.   I was raised all over the world as a military brat and have seen first hand devastation from natural disaster and war.   Troy and I sincerely have a vision and a calling to help people all over the United States and the World.  We have been so blessed in being able to reach people far and wide.  We hope to, not only provide immediate relief to those in need, but to provide lifelong skills and abilities to help sustain them for years to come.

Why We Do What We Do

In September of 1987, the vision for Operation Outreach was born as Troy sat on a machine gun mount on a Navy Ship in the Persian Gulf.  In the midst of the very dangerous mission of hunting and defusing mines, he made a vow to the Lord that if he made it off of that ship alive that he would preach His word and help His people until the day he died.

On that same deployment, there was a refueling stop in Djibouti, Africa where he witnessed children desperately searching through the ship’s trash in an attempt to find food to feed their hurting stomachs.  This moved Troy to the point that he knew he would someday return to Africa to bring hope and food to these children.  He has done just that. . . traveling to Africa over 15 times in the last 19 years to help with building villages, hospitals, as well as helping feed and supply much needed medical relief to the people of Africa.

In 1995, we began picking up food from local food distributors and distributing what was donated with a pick up truck to the people of Appalachia.

In 1997, we were able to purchase our first 24-foot box truck and rented a small warehouse in an old apple orchard in Mt. Vernon, Ohio.   With that warehouse and small truck we began crossing the United States, from the slums of Queens, NY to the Appalachian Mountains of West Virginia with food and supplies for people in need.

In 2000, we were able to purchase our first semi and increased our ability to bring hope to even more people!

Finally, in 2003,  we were blessed with a 50,000 square foot warehouse that we knew could and would reach nations by delivering food and supplies to those that have been affected by devastation. From that point Operation Outreach expanded into a major international ministry that has provided for people in 45 states and 23 different countries!

Our dream is to be able to provide long-term stability in a country that has seen so much war and destruction.  Our top priority will be the children orphaned through wartime destruction.
